Overview
Torbay Council does not currently have any in-house residential provision and purchases all of its residential placements from third parties. In the financial year 2018/19 we spent approximately £6,00,000 on these placements. There were 44 children in residential placement in September 2019, average cost of £4,800/week. A significant number of placements are outside of Torbay and in some instances outside of the south west region. Torbay Council is looking to contract with one or two providers who will be able to deliver residential placement services within two homes which we will be purchasing.
