Torbay Council does not currently have any in-house residential provision and purchases all of its residential placements from third parties. In the financial year 2018/19 we spent approximately £6,00,000 on these placements. There were 44 children in residential placement in September 2019, average cost of £4,800/week. A significant number of placements are outside of Torbay and in some instances outside of the south west region.
