This study forms part of the HMCTS Reform Overarching Evaluation programme. This programme is assessing the implementation of reform and whether it has met its objectives, with a focus on Access to Justice related outcomes. The effect and experience of reform on vulnerable individuals is a particular area of interest among key stakeholders, including Parliamentary Select Committees and the judiciary. Other evaluation activity currently already undertaken/planned will include particularly vulnerable users, but these are likely to form only a small proportion of participants and will not include those with legal problems who don't access justice services.
