2. OVERVIEW OF REQUIREMENT 2.1. Kingstown Works Limited (KWL) was established in 2006 and undertakes Building Maintenance and Construction work within Hull and East Riding of Yorkshire. 2.2. KWL is a Company controlled by Kingston upon Hull City Council as defined in Section 68 of the Local Government and Housing Act 1989. 2.3.
