This specification sets of the requirement for a suitably qualified and experienced contractor to carry out an impact and process evaluation of a new Enhanced Case Management (ECM) pilot in the South-West of England. This evaluation is commissioned by the Youth Justice Board. One of the objectives of the Youth Justice Board's (YJB) 2019 corporate strategy is to promote the development of trauma-informed practice and ECM.
