Herefordshire Council require an IT system to create and maintain Personal Education Plans (PEPs) for looked after children. The Personal Education Plan (PEP) is part of a looked after child's care plan and is jointly written and owned by the young person, the school and the local authority. In Herefordshire, the Virtual School for Looked After Children is responsible for ensuring that each child has a PEP which is of high quality and completed meets statutory guidance.
