The main purpose of the appointment is to establish a Contract with a Consultant, on a call-off basis, so the Consultant will be called in to undertake planning enforcement work, as and when required, on behalf of OPDC. The Consultant will provide an arms-length service that can respond to changing demand in workload and priorities.
