WM2041 Communications and Behaviour Change Strategy and Plan WMCA requires: 1. A strategy and plan for how it can most effectively communicate its ambitions and positively influence people's behaviour to achieve the region's net zero carbon goals by 2041, whilst ensuring we create a more equal, healthy and prosperous region. 2. Ongoing support with delivery of the strategy on a call-off basis from May 2021 with annual updates to the strategy.
