Swindon Borough Council (the Employer), wishes to submit to tender the requirements for the provision of the design and construction of the fourth access to the Wichelstowe development crossing the M4 motorway, together with associated infrastructure to the south and north of the crossing to connect to existing infrastructure (to the south) and the new development (to the north). The southern end of the Wichelstowe Southern Access (WSA) requires a new junction to be provided on the B4005 Wharf Road, just to the east of the existing junction with Hay Lane.
