APHA is an executive agency of Defra, working on behalf of Defra, Scottish Government and Welsh Government. APHA is responsible for animal health and welfare and the regulatory and enforcement aspects of plant health and bee health. In the event of an Animal Health Outbreak and peacetime BAU scenarios, valuation services are required to assess the value of livestock and other agricultural equipment and resources, which then informs compensation payments to farmers in the event that action to manage a situation is taken by APHA on behalf of government.
