The aim of this work is to appraise the need, potential use, cost/benefit analysis and locational drivers of a UK UDWP. It will assess the state of the market and competition, evidence of market failure and the case for government intervention into a UDWP and multi-use yard, and other potential government support for the UK decommissioning industry. The project should also consider a number of scenarios/sensitivities for the development of the decommissioning industry with consequences for the benefits of a UDWP and multi-use yard.
