Overview

We are seeking an expert and independent modelling assessment of the impact, costs and benefits of different options for reform of current residual charging arrangements. We need to compare the 'baseline' residual charging arrangements against the various options for reform. The baseline arrangements are the existing arrangements as modified by any Ofgem approved code modifications (for example DCP228, CMP264/5), based on current forecasts and other changes to be agreed with Ofgem. Any confirmed industry changes from elsewhere in government that might affect this baseline or the scenarios that underpin it should be included as appropriate. Full details are set out in the ITT
