The strategic decision by the Highways England to undertake steps to implement governance specific to drones was made in September 2019. As a result, SPaTS 1-991 (Highways England Drone Operating Policy and Standards) was scoped and which delivered an initial policy that established specific requirements relating to drone activities over and above Highways England's overarching risk management process as set out by GG104 Requirements for safety risk assessment.
