Overview
The SE Region currently includes 3 tunnels which sit outside of DBFO (Design Build, Finance, Operate) contracts. In addition, several new tunnel assets are planned locally (Lower Thames Crossing, Stonehenge, Heathrow). Due to a number of business change activities, we are developing a new Strategic Tunnel Operating Model (STOM) to provide consistency and eliminate some of the shortcomings identified with current practices and standardise their operation. In addition to STOM, a number of other business change activities are ongoing which require the production of a single and coherent tunnel asset forward plan for the region.
