Overview
Purpose: To design an evaluation framework and to then carry out an evaluation of the Biosecure Procurement Requirement (BPR) Pilot Phase 2. The purpose of the evaluation is twofold: (1) Impact - to assess whether and how the BPR is impacting on grant-aided tree planting / restocking and how the BPR is impacting the rate of uptake of the Plant Healthy Certification Scheme and applications for certification through the Ready to Plant assessment route and (2) Learning - to recommend any adjustments to the BPR design and administration required beyond the Pilot phase.
