The Royal Borough of Kensington and Chelsea is seeking to commission a "Pseudo" Open Framework Agreement consisting of multiple suitably qualified providers under which it can Call-off (via mini-competition) a range of youth related service for young people aged 11 - 19 (up to 25 for young people with special educational needs or disabilities, SEND) in the borough. The "Pseudo" Open Framework Agreement will be commissioned under the Light Touch Regime (implemented through regulations 74-77 of the Public Contract Regulations 2015).
