Overview
The aim of this work is to provide an element of independent assurance that HS1's submission meets its Concession Agreement by reviewing the Asset Decision Support Tool (ADST) used by HS1 in development of CP3's control period five year asset management strategy (5YAMS). The ADST is a Whole Life Cost (WLC) model developed for HS1 to support their CP3 submissions. The ADST allows different assets, activities and decisions to be tried, tested and compared. The ADST supports decisions about how HS1 operates, maintains, renews and enhances the route infrastructure assets.
