Oldham Metropolitan Borough Council intends to create a Highways Plant Hire Framework (HPHF) for the provision of a range of hired plant, manned plant, winter maintenance plant, traffic lights and equipment to allow a range of both revenue and capital highway works. The function of the framework Providers will be to provide the Highway Operations department ad-hoc plant to allow the seasonal work fluctuations and the standard fluctuation in work.
