BHCC wants to understand their PRS landscape, to ascertain the feasibility of delivering a Selective Licensing scheme under the Housing Act 2004 and to understand the best options for robust designations that would withstand scrutiny both from possible landlord challenge and DLUHC. The feasibility study will allow BHCC to identify if a selective licensing scheme could be justified, and if so, an optimum approach and robust designations for Selective Licensing. This will determine if BHCC should propose and consult on the PRS designation(s).
