Highways England is looking to set up a new work packages for the provision of services to support a programme approach to deliver smart motorway investments. Delivering the Smart Motorways as a programme enables Highways England to deliver more improvements with a reduced number of resources. Since 2015, the Programme has been developing and improving its operating model to reach maturity and materialise the expected efficiencies during the project delivery phases.
