The Highways England Tunnel Design Authority (TDA) have identified that the approach to vehicle fire incident frequency rates in tunnels is not consistent across current tunnel projects for Highways England. This should be resolved by a study of the available sources of information to determine a reliable figure for the frequency of large vehicle fires in the UK. This will be used in quantitative risk assessments for the provision and performance of fire safety equipment in road tunnels on the strategic road network.
