To approach this Master Plan with a blank canvas, producing a clear and comprehensive 'as is' baseline position for the Park (see Appendix 3), taking account of all limiting factors and the severity of those limiting factors.<b></b> Create a fully-costed (revenue & capital) Master Plan for the Park (including the lake), taking account of all of the opportunities, competing interests and restrictions and ensuring that the proposals are encompassed within a new landscape for the Park, whilst being respectful of the history of the park, the landscape and environmental assets.
