S30103 Asset Health Indicator technical development

This Work Order is to support continued development of Asset Health Indicators to meet National Highways commitments for RIS3. The requirements of this scope have been written to reflect our current understanding of the expected commitments National Highways will need to meet during RIS3 and the proposed milestones within the Road Period. These commitments are to be finalised between NH, DfT and ORR and so requirements may change in response.
