Wolverhampton City Council requires legal advice for the £132m Interchange Programme in dealing with contracts between the Council and Network Rail, as well as between the Council and Train Operating Companies/Station Franchise Owners and between the Council and its developer and funding partners (such as West Midlands Combined Authority/Transport for West Midlands). The legal remits also extend to include Asset Protection Agreements, Major Change Programmes and Partition Deeds in order to sanction any work carried out on Network Rail land.
