This requirement is for the provision of High Court enforcement services (the collection of outstanding water debt). There are 2 key elements to the service viz: (i) Step 1: administrative. This means applying for County Court Judgments to be transferred to the High Court. This is called the Transfer Up Process, (TUP). If successful, the court issues a "writ of control" and (ii) Step 2: enforcement. This is "enforcing the writ of control", i.e., collecting the debt
