The London Borough of Harrow is re-procuring its Environmental Enforcement Contract for the issuing of Fixed Penalty Notices (FPNs) in the borough in relation to littering and public spaces protection orders (covering dog fouling, street drinking, spitting, etc). The Council has clear requirements for how vulnerable adults would be treated and in particular fixed penalty notices should not be served on minors.
