Hartlepool Borough Council (HBC) requires a new dry recycling contract with a suitable organisation for the sorting, processing and sale to end markets of its dry recycling material resources. This contract must continue to support our existing fully co-mingled at the point of kerbside collection strategy. HBC will undertake kerbside collection of recyclate in conventional refuse collection vehicles (RCV) but these vehicles will only operate within the Borough of Hartlepool boundary.
