BACS migration project

The BACS service is used to make automated payments between bank accounts. In the case of the payroll service this translates into the council's bank, making salary/pension payments to thousands of bank accounts for millions of pounds every calendar month. Payroll currently have a solution in place, but it does not have many of the security features that other modern solutions do, e.g., role-based access, multi-factor authentication, etc.
