Due to continued customer dissatisfaction with VSLs, as indicated by customer insight and complaints, a comprehensive review of VSLs was commissioned by Highways England in August 2018. Based on the findings and ongoing work already underway across the business to improve VSLs, a prioritised programme of current and proposed improvements was outlined. These were prioritised by customer impact (the frequency of which the VSLs are set and associated customer dissatisfaction) and deliverability (timescales and cost).
